Greater Rockford Area Emergency Communications and Services

Winnebago County ARES®, ESDA, SKYWARN and RACES Information
Where you fit in:
You do not have to be a member of the ARRL to be a member. You do not have to spend money. You don’t have to spend every other weekend training for a disaster. You ONLY have to dedicate as much spare time as you want to public service.  In our training meetings, we learn more about our hobby, emergency operations and things we can do to be better prepared ourselves and our stations should the need arise. Winnebago County ARES has a good working relationship with the Winnebago County Emergency Services Disaster Agency. They provide us with communication support by actively maintaining and upgrading dedicated radios and computers in the County Emergency Operations Center. They also helps us facilitate training, education, special events, meeting areas.

ARES Logo Winnebago County's ARES® Emergency Coordinator is John Cotner - KC9IED.
It's time for us to submit a new application form to our New EC indicating our desire to participate in ARES®. Please take a moment to download this application and get it to John. According to ARRL, we should all be sending in a new application at the beginning of each year, updating the information for the EC.

Winnebago Co. ARES Application form. Save it to disk and fill it out. Then you can either send it to him in an e-mail, or, stick it in an envelope. Please do not assume you are registered!  Anyone registered before October 2006 is not current.  If you have questions, please give him a call at (815)978-8703 or via e-mail (kc9ied at arrl.net).

SKYWARN Logo Winnebago County SKYWARN Contact is John Cotner - KC9IED.
We are proud to have a very active SKYWARN group here in Winnebago County.  Operations are conducted any time there is a severe weather watch or warning.  Operations take place one the 147.195 repeater.  Please follow directions of Net Control.  You can contact Wayne at 397-6027 or ka9imx at arrl.net (Please use "SKYWARN question for Wayne" in the subject line).

ESDA Logo Winnebago County ESDA Contact is John Cotner - KC9IED.
If you are interested in working with disaster communications you must be affiliated with Winnebago County ESDA in order to fully participate. Affiliation is a requirement of the Sheriff of Winnebago County, as the county assumes responsibility for the integrity of the people assigned in disaster events. ESDA affiliation automatically enrolls you in RACES. ESDA Affiliation allows for rapid clearance for access to disaster scenes and, provides State Workman's Comp Insurance when on County callouts for SKYWARN, ARES and/or RACES events. You can download a copy of the EDSA Affiliation application here.  Once completed and notarized, you can mail it to, or drop it off with:
Dennis Lollie
